Rick, got it with the jurisdiction chip. I swapped out the Minnesota chip and installed the Louisiana State chip from my 700 Mhz into the non-working 650mHz CPU and now that work.
So the issue appears to be that Minnesota jurisdiction does not support the EBB. Can anyone else confirm this that they have also run across the same issue? Are there any other jurisdictions that don't support EBB?

My  mermaids gold worked with the Minnesota chip but gold fish did not.

That is totally weird, both games are based on the same math model.  Maybe slightly different versions of the same game will work on Minnesota.
