so I am new to the business. I have a game called white stars. It's a basic slot. Well it's pay out rate is set for 98 percent. I want to Lowe it to 90percent. What do I need to do it. I know it needs a chip but what kind?

You need a key chip, which one depends on what GME chips your board currently has.  Most of the time a key17 will work.

agree with rickhunter...key 17 will do it most of the time. once you key chip it, the key chip menu will pop up after starting the game back up. After setting your denomination, game selection should be your next option and you can set your percentage there.

Remember there must be zero credits and zero money in the machine in order for the key chip to work.

I have found Key 17 works about half the time.
17 works on 1 s2000, and older GK while...
31 works on other s2000
and 22 works on newer GK
So... while 17 might be good, don't be surprised if you will need a different key chip

You do not need to wipe the whole machine, 5hat is done with a clear chip, just key it with no credits in the queue and change the payout percent in key menu 7.1

Yeah the Key 17 should do it if you have the older style board.  If you have the 044 style you will need a Key 31.
Put the key chip in and wait for the 2 yellow lights Then put the Base back in and boot up.  It will boot right into the keychip menu.  Just fumble around in there until you find game selection.  Also verify on the board that you don't have an "SS" chip installed.  If you do then the pay table is locked on that chip and you will not be able to change it without changing your base chip and essentially you software.
