BB1 BV not cycling

I have a bb1 where the BV dosent cycle. I have changed the backplane and put the jumper settings in the correct place. The BV is good. I even changed the cable from behind the bill tower to the backplane. What else could it be ? the CPU....please help me I am stumped.

How do you know the BV is good.  Does it have the right software installed on it?

Wba 13ss.....the bv is good because i tried in in another machine. When i set the machine u and set the devices the BV dosent cycle when i confirm the changes. I changed the backplane and the harness from the backplane to the BV


Strange though i took a BV from an IGT (024) it cycles but of course dosent accept the bills

at this point I would change the wba cage.  It's the only thing left to try, maybe it's some gears that are not settling in correctly or something.
