Looks like it was completely wiped rather than just RAM-cleared. Or something in the EEPROM corrupted itself so the machine nuked its own settings for safety. if it was fully cleared and then set up it's probably just a wrong setting somewhere.
Either way, you will need to run the setchips and set everything up (again) e.g. jurisdiction, set the number of lines to 9 or 20 lines depending what you want (Tiki Torch allows both), max bet setting (e.g. bet multiplier of 10, 20, 25, 50), variation 99/1/2/3/4 (99 is the lowest RTP at 87%, 4 is the highest at 97%).
I don't know if it's like MK5 (aka MKV/MVP/540) where there's a jurisdiction menu which tells you what's wrong, that used to be the cheat sheet when things weren't right.

Yeah, I could use the 3 reel version but would need the reel strips, etc. Do these come out as a kit? The topper glass also looks like it needs to be changed, too

They are computers yes but they are old computers computers with very low specs. On top of that the machine is constantly reading and writing to the nvram on the pci card and the 2 cabinet memory chips on the back plane. Its also constantly accessing all the cabinet io

As you discovered in the program list, there are some ROMs that support tournament mode on the PE+. There's an old post about it here. On games that support it, the procedure to enable/disable tournament mode is: PE+ Tournament Mode: 1) Turn and Hold the Jackpot Reset Key 2) While Jackpot Reset Key is held, press the "Change Request" button
The game should flip between tournament and standard mode (and vice-versa). You do not have to finish the tournament countdown clock, you can do it right away. I don't think you can do it with any of the multi-game sets, I think it is only available for dedicated single game setups.

Looking for a WMS Glass Kit for BB1 and Software that runs on a BB2 MPU. Currently have Jackpot Block Party, but it will not run on a smaller touch screen I am told.

Indeed. Presuming the first step of the journey, IE obtaining the missing chassis, is successful, the second step is I will order a book. Hopefully I can find an original or very good copy. Then comes the part I dread, IE learning the vernacular, and memorizing the correct names of a thousand parts so you guys can actually help me, and then memorizing the sequence of operation. Boy am I dreading all of that. Probably Tuesday before I am back on here.

Okay... so now I'm facing something I did not expect.
I went into the I/O test like Stayouttadabunker mentioned and tested all the buttons on the button panel... and every button works NORMAL. The tests on each button show a successful button press, even after pressing the button practically back-to-back. Of course, rapid back-to-back presses don't always trigger a response, but all buttons are actually very responsive.
So... the tests are showing the buttons working fine. Doesn't seem like anything is actually wrong here based on the tests, however, the test behavior is not the same behavior like I've been saying this whole time.
I'm attaching a picture of the MPU board from this machine. Is it possible that some chip in particular is enforcing something in regards to the space between button presses or something? It's a Top Dollar 2CM $50.
My other S2000 Hundred or Nothing works beautifully and is very responsive. I just don't understand this.
