BALLY 5500 DOUBLE JACKPOT CLEAR RAM

Can anyone help me please , I have 1995 Bally 5500 double jackpot that had issues with bill validator , I changes the battery and I got the massage 83F , so I order the bally 5500 clear chip U12 and U15 , so I tried to clear chip the system ( I did make sure U12 and U15 go to its proper spot with notch pointing in right direction)I did hold the test and Pseudo button at same time while I turned the machine on , but nothing happen, I pulled the board out several times checked the pins and made sure it slide in right place , and NOTHING.
also while I was doing the clear chip process I kept hearing the bill validator belt working and would not reset it self, I wonder if that has anything to do with the failure of the clearing procedure !
I put the original chips in and the game came back on and it says 83 F.
the Clear chips that I bought from rudys deal and they look old , I wonder if the chips are no good .
Any one has any ideas please thanks .

SafeRAMâ„¢ Clear Procedure
For a Complete, Full, or Partial SafeRAMâ„¢ Clear,
turn the machine power OFF. Unlock and remove the MPU
Assembly. Remove the Main EPROMs from U12 and U15
and replace them with the corresponding Clear Chips.
Upon ensuring that the MPU Assembly is firmly seated
into the Backplane Board, turn the machine power ON
while depressing the appropriate buttons.
Complete - Press and hold the PSEUDO COIN and
TEST buttons, then switch power ON. When the message
CH C displays in WIN PAID, release the PSEUDO COIN and
TEST buttons. The CH C message is followed by CL C.
Full - Press and hold the PSEUDO COIN button, then
switch power ON. When the message CH F appears in
WIN PAID, release the PSEUDO COIN button. The CH F
message is followed by CL F.
Partial - Switch power ON. The message CH P
displays in WIN PAID. The CH P message is followed by
CL P.
If an error was detected during SafeRAMâ„¢ Clear
as designated by E C, E F, E P in WIN PAID, repeat the
operation.
Upon a successful SafeRAMâ„¢ Clear, the button and
tower lamps flash. Switch power OFF and replace the
SafeRamâ„¢ Clear EPROMs with the corresponding
Mains. Replace MPU Assembly and switch machine
power ON. The machine will enter a Reel Calibration
procedure whereby the home position is recorded in
SafeRAMâ„¢. For tilt-free operation it is important that the
procedure completes without interruption
1st rule of electronic repair.

thanks for responding, but the clearing procedure did not work , any other ideas please any one to help thanks
