To pay out or not to pay out?

My intention was to pay out for anybody that wants to play my machine but my buddy thinks I am crazy because the top payout is $1,000 and I am not a casino that can afford to payout if it hits a couple times. Just looking for some professional advice on this matter.

The professional advice is that you're in the US, and it is highly illegal to operate a slot machine as a gambling device outside of a licensed casino.  One disgruntled neighbor calling the police after losing money in your "casino" and you could have the cops busting down your door and confiscating your machine(s), not to mention the legal trouble that would follow.  Don't do it.
