S+ Barcrest - Won't boot, no error codes - Does get power

I'm at a loss - here is what I know and what I've done:

- Upon powering on, the reels tighten, but doesn't fully initialize, no error read-out on front
- No read-outs at all on the front. Upon powering on, the LEDs flicker for 1/2 a second, then go dark
- 3.6V battery was low (2.9V), so I replaced (even though that usually shows an error).
- Replaced the 16Mhz MPU board with a known good board
- Attempted a clear, but it doesn't even seem to get to that step
- Top Box powers up fine, bottom box seems to be getting power (at least to reels), fluorescent bulbs power on
- I've checked all the power supply harnesses for burns, etc. and reseated all of them

Very difficult to track down the issue since I can't get an error read out.

Any ideas of other things to try?

Luckily, I had a customer with another barcrest S+ close by and he allowed me to gank some parts to track down the issue. Believe it or not, it was a bad PSU.

One bad voltage ?
Did you swap PSU or repair the one that was there ?

Just straight up swapped it - came right up after that.
