IGT S+ Slant Top LED Upgrade Issue

I'm attempting to change the florescent light tubes on the main door of my S+ slant top. I watched Jim Chaudrue's Youtube video and it looks pretty straightforward. The underside of the main door has 2 florescent tubes, each with its own ballast and starters.   

I started with the one at bottom side of the door. What is strange about this is that there was no starter, only what appears to be a fuseable link soldered to each side of the starter socket. The light did not work anyway so I have little to loose by changing to LED. I removed the starter socket and ballast and wired up the light with black wire and white wire on opposite sides as outlines in video. When I turned on the machine, It did not light. After moving the bulb around in the sockets I was able to get faint illumination but nothing more. I'm using the Walmart great value bulbs.

My question is will this bulb not light up unless both ballasts and starters are removed? I thought that each tube is independent but they may share the power to the bulbs and split off. The voltage for the tube I'm working on was 116v prior to installing the LED light tube.

The walmart value led tubes NEED the ballast, just remove the starter from it's socket. Also, those walmart value tubes are OK for s2000 machines but run too hot/bright on s+.

Since I've already cut out the ballast/starter, what tubes don't need the ballast?

I ordered the 120v led light tube Mark suggested and this solved my issues! This is a much cleaner way to go by removing ballast and starter. Thanks again Mark for responding!
