Need Help, I was wondering if I was to buy a 3902 Game board that had a game already installed, will it work like a plug and play. I have a 96 14" Game king 3902 board 4.x.

Compatible...yes.  Plug and play..close, but not quite.  You'll need a keychip for the 3902 to set up the game options how you want them.  You'll also have to make some screen position adjustments going from a 3802 board to a 3902.
