Trying to set up a TITO, will only hand pay, key menu?

I have an S2000 that I have been using as a coin and bill in, coin out.  It has a printer that I assume, but have not verified, works.  I decided to put a Bettor TITO in it and want to have it ticket out only.


I initially tried doing just a key chip but kept getting errors so I went back and did a clear chip and then a key chip.  I got the game working fine but when I hit the cash out button, it paid from the coin hopper.  I went back in and shut that off but now it only handpays.  Is there a menu setting that I'm missing?


I was a little unclear in the TITO instructions where it said to put the dipswitches on the bill validator in the off position.  I was able to remove the head and can see what I think are the dip switches.  They don't appear to be labeled on or off but they are all in the same position.  Am I doing something wrong here?
