I have seen a few posts regarding diagnostic thumb drives or others not working in an AVP because of these folders automatically being created on thumb drives plugged into a windows machine. It is possible to both disable this from happening, and remove the folder and restore use of your diagnostic thumb drive if it has already happened.
If you have already plugged in a drive to a windows machine that caused it to no longer work, just google how to enable view of hidden files and folders then delete this folder in the drive root after making the changes below. This will prevent you from needing to boot a live linux distro to fix the drive.
In order to prevent it in advance of plugging one of these drives into your computer you can do the following;

Using GPEDIT to modify Do not allow locations on removable drives to be added to libraries setting:
In Windows 10 / 8.1 Pro & Enterprise Editions, press Windows Key + R combination, type put gpedit.msc in Run dialog box and hit Enter to open the Local Group Policy Editor.
Navigate here: Computer Configuration -> Administrative Templates -> Windows Components -> Search
In the right pane, look for the setting named Do not allow locations on removable drives to be added to libraries and double click it.
Click on Enabled and then click Apply followed by OK. Close the Local Group Policy Editor.
