Cant get bill acceptor working

Good day everyone. 
After finally having enabled my bill acceptor (thanks for the help on that), and picked up a functioning bill acceptor from Jim, this is where i'm at now.  The bill acceptor takes CDN$ bills, confirmed in test mode, but makes no attempt to take any bills outside of test mode.  The bill acceptor is a WBA-23-SS.  The chip on it is WBA-22/23 V3.09.40 IDO24.  When the machine is powered on, it cycles, and the two red LEDs are lit on the side of the transport.  Jim did some trouble shooting with me, but he is stumped as to why its not working in my machine.  The light on the bezel is off, he had me test to confirm that the bulbs arent burnt out.   The wiring from the power supply and going to the motherboard looked ok to him.   The bill acceptor is enabled, country code set to Canada, denom set to 25.  Here are some photos, hopefully someone here can point me in the right direction to get this thing going.

The machine is an S+ with a 16 mhz board, SP1145, reel chip SS7847.  Everything else on the machine works as it should.

ID023 is s+, 024 is s2000.  You need an s+ can chip.

dang ok, is an ido23 chip just a simple swap if i can get my hands on one?

If you find a CANADA ID023 chip  I believe it will only accept the Canadian paper money. I believe the Poly bills were NOT supported on the S+  ID023 .

If you wanted to use US bills, you can change the head, bezel, and chip to US

Got the new WBA12 installed, changed the country code back to USA, and it now is taking US bills.  Thanks for the help:)
