S2000 Won't Boot

I have a S2000 3x 2x Burning Bars with a RG000051 board on a 1270 cpu. After doing a clear it keeps going from push button for 3 seconds and close door, then call attendant then back to push cpu botton. When I turn the reset key I get error game type not linked.

It has a RB000003 boot chip and a sb101472 sb chip. I have tried another cpu and mother board but no change.
Any Suggestions?

I'm using a RBK00001. It goes thru the clear procedure as it should, when I put the boot chip back in I get stuck in the push button, close door, call attendant loop.

Quick question

There are 3 Steps available for RBK0001, RAM Clear, EEProm Clear and KeyChip, are you performing all 3 or just 1 or 2?
