S+ intermediate upright locks?

Question for those with an IGT S+ in an intermediate upright cabinet. There's 2 lock holes in the door, the bottom one is obviously the door lock, but I cannot figure out the top one. Its not for a belly door, as intermediate cabinets don't have one. Take a look at the photos, and or look at yours if you have one and help a brother out. Thanks in advance

I’m guessing they are both door locks. They would be keyed differently taking 2 people to unlock.  Top lock is longer allowing cam to miss bottom lock

I think you're right.  We called it "TPI" in the military.  Two person integrity.  It became mandatory to access safes containing Top Secret crypto keying material thanks largely to John Walker and his son stealing and selling crytpo codes to the Soviets in the mid 1980's.  Each safe was modified with two locks and nobody was allowed to have both combinations.

In the casino's case it was to protect $$$ not secrets of course, but the idea was the same.  You have to have two bad actors working together to steal.

I have to agree, especially since the locks are lined up, with the longer one right above the smaller of the two. Guess I'll get a plug for the top one. Thanks all.
