Remember in the opening post, you said that you saw two red blinking LEDs on the side.
What LEDs do you see now, after you've adjusted the dip switches to what sixcardmark had asked you to do?

The orange stuff melting is a plastic backing pad that acts as sort of a backstop for the handle mechanism.
The mechanism smacks against that, instead of bare steel.
Later on, you can dig it out and replace it with a thick piece of felt glued to the same spot where you pull the melted plastic off.
Don't worry about it for now...it doesn't hurt anything, nor has anything to do with your bill acceptor.

Other question I have is.... does the yellow, plastic bill bezel light up before you try to put in a bill?
If not, check the two bulbs behind it.

I pulled the validtor back out and i dont see any bulbs, but OMG i did find thhat if i pressed down on this little bar/handle the part that the validtor snaps into is removable, i pulled it out and inspected it and did not see any bulbs either so i put it back in. i got scared

I hope the power switch isn't ON when you're doing that. lol
You ARE going to burn something out for sure.

Anyways, the two bezel bulbs... they're on the bezel...on the back of the door over the bill hole...not the bill unit.
On the back of the bezel, there's a small circuit board made just for those two bulbs.
The bulb holders come out of the sockets on the circuit board by turning the black plastic about a half turn.
Like I said before, it doesn't really matter if the bulbs work or not...it's just to let you know that the bill validator is ready to accept a bill when the bezel lights are ON.

I don't know why you are getting a "Bill Stacker Full" message.
That sounds like maybe you have the Bill Limits set too low as sixcardmark mentioned in Reply #1.
To find out WHAT the Bill Limits are, you are now going to have to try to learn how to get into the settings of the machine.
Specifically, the [3.1.4] Machine Limits and there are three of them:

Credit Limit
Jackpot Limit
Bill Limit

You cannot make any changes with credits on the machine.
So, you first have to hit the cashout button to wipe the credits off the machine.
Let it either print a ticket, or key it off with a Jackpot Reset key.
This ALSO depends on how somehow set up this machine before you got it.
Two questions...does the printer print tickets, and do you have a reset key?

Yes always turn machine of before removing anything, located the bulbs and took them out they look ok no signs of any burnt spots. Yes it printed a ticket the day i accidently hit the cash out button and i do have a key on the the pull handle side of the machine so i think that is a reset key.
