Bally Alpha Buzzing sound when ATX screen turned on

Hello I am trying to help a friend fix a Bally quick hit machine and looking for suggestions if you think this is the power supply or something else?

When the ATX switch is flipped on reels stop and there is a buzzing sound coming out of CPU.  The screen on top flashes between colors the entire time.

What OS card and BIOS on the MPU do you have? Have you replaced all 3 batteries? NLG member RB Ronald Ball has the cards and chip needed.

Are the batteries two in CPU and one on back circuit board. Are they an visible or do you need to move something to get to them?

TOP SLOT = OS or CLEAR
BOTTOM SLOT = GAME CARD

Push mpu ATX switch to the left/off,  remove the top card, eject bottom GAME card, put clear card in top slot (TOP SLOT = OS or CLEAR), slide mpu ATX switch to right/on, When the screen displays the message to clear nvram, turn attendant key, wait for the 3 nvram  to clear,  slide mpu ATX switch to the left/off, remove clear card and replace with OS card, push back in GAME card (bottom). Slide mpu ATX switch to the right/on, wait about 8 minutes to boot up...then you can setup the machine by pressing the reset button.

1.  Set clock.
2. Set devices (usually just bill validator, button panel type,  and ticket printer)
3. Set denomination/credit
     either enable multi denom , or disable multi-denom   and if there's a progressive, disable.
    Select the game percentage and save for all paytables.
4. Set game options (i.e. max bet and button panel layout)
5. Set your progressive if needed.
6.  Set your comm for TITO if needed.
