what is so unique about SP1048

The customer says when he plays and wins the win goes to the credit meter but if he presses cash out the jackpot music starts playing and he turns the jackpot key to clear. BUT if he waits to long to turn the key he gets a 3X00 hopper tilt.

Is there another SP that can go with SS3740 that does not have this weird feature or did he set up his options wrong?

I personally would go with SP-1271 and a Set-88, more options to play with, and can set hopper to zero and reset with handpay without any issues. (just my preference). I have been able to remove coin handling (hopper and CC) with that combo. Jus DBV to load credits.

There's no jackpot music on a S+. If there's a handpay, it locks up with a repeated monotone ding. I'm not aware of any S+ chip that will lock up with a handpay but then try to pay out of the hopper if you don't turn the key "in time".

White "test" button step 7 is set to zero and cannot be changed.

He only has DIP switches 1,2, and 3 on, would turning on switch 4 on also allow this value to be changed?

Dip switches 1, 2, and 8 no effect on this version. 5 on, for progressive. #4 bills-to-hopper enabled or bill acceptor payment set in self test (switch 4)
So I think dip switches have no effect on this problem.
Any changes must be made with no credits on machine.
