I will definately get in contact with em, so that specific pin may be my problem.. Even if the reels do power on and wont free spin by hand, correct?

Correct.  The steppers are energized, which means power is getting to them (not a burnt power supply connector on the motherboard) but the games operating system isn't booting up because the chip that contains the code is bad.

Replaced Reel Chip and Game Chip, Still in the same boat. Power to the reels. But nothing to the display or buttons or game itself any advice?

SP142 is a 32Kb, SP1137 is 64Kb.  Move the jumper between J15 and J16 to J15 and the other pin next to it.  That will get you up to a 61 error, then press and hold the self test button until you hear a ding.  Display should turn to 61_1 then close the main door and turn the jackpot reset key 1 time.

Are you talking about the small black connector that is on the too prongs in front of the chip ? I have taken the connector off and put the the MPU back in and still no display

No, as long as it's not connected to both J15 and J16 it can stay on one pin or the other (like your Reel chip jumper is).  Or you can remove it completely if you want to. 

Correction.  Move the jumper so J15 is connected to the pin to the right of it.  It should look like your reel jumper.  See photo.  Sorry for the mistake.

Been spending the Holidays so I haven’t been active but I have moved the connector and still haven’t had any luck getting a display

Time to take pictures of how your display is connected.

If you have a multimeter, check the voltages coming out of the connectors to see if there's any power going to the display?

No, Whenever i bought these machines the guy told me they where working years ago but after sitting for awhile they had issues (minor). Do you want pictures of the cords going to the display?

Is there power going to the display?
Can you swap this one with a known good display?
The only other thing I can think of is to check the male pins under the MPU.
It's possible one of them is bent.

No candle light at the top is off, but it may be just blown because of how old the bulbs are. I did have some success but nothing major, Whenever i wiggle or play with the connector to the display i can get the display to display numbers or flash numbers but not stay on like it should, and multimeter said there is .70-.75 going to the green wire, and around 10.00 going to the red. I do believe there is power getting to the display tho.

Thanks.  Those look good to me.  With no candle lights or displays it appears your MPU board is booting.   At this point I'd either replace it or send it to someone to be tested.
