Here's what I found out therockinelvis,
Qbert told me basically that the CD on the Reel Touch platform is used to load up to ATA, RFA, & BGM files to the HDD in the topbox computer.
After that, he explained, it's really not needed anymore.
However, I am uncertain that if you were to remove the CD drive, would the game still work?
Because I would think that when you boot up the machine from a cold start, the MPU is looking for the CD drive, or it will error out with the Red Screen displaying the "Missing Components" message.
What I think also happened is that one of the main reasons the Reel Touch & Vision CD's are hard to find, is because the slot wholesalers, not knowing how to set-up the Reel Touch's & Vision's, their techs and machine "re-furbishing" workers at the warehouses basically dumped the CD drives and LCD computers into the trash - unfortunately, along with the CD's!

Many warehouses are pretty much in a rush to turn around the machines, get them back out the door...the Reel Touches & Visions are a pain-in-the-you-know-what to get up and running correctly.
If you don't have the right software combo, one thing is wrong, all you get is the "Red Screen of Death".
The quick solution was to rip everything out, and throw in a Double Diamond glass set and be done with it.
As far as the HL&W, basically, I believe we're just missing parts of the software on the BGM cards we have.
I'm thinking that's pretty much the reason why the Bonus game won't complete the fishing animation sequence.
