IGT IPC Controller / Programming Clear Chip

I obtained an IPC that needs to be programmed.  All the batteries were dead, so I now have the Waiting For Download message.

The chip inside is the CPB00007A. 

Do I need a clear chip for the initial programming?

I can't seem to establish serial communications with the IPC.  I am using a null modem cable.

I am happy to pay someone to do a Zoom and get the programming done.
