 Yes the battery is soldered in.  based on my limited experience,Since you say the machine was fine until you had the power outage  and you have no code for a bad battery. It would seem to me that this in not the likely culprit. Certainly check the 2.4 voltage to see how close you are to that. Reminder, this is a recharge battery so let it have some power before you test it.  As stated in above posts, the c-01 code is a communication error  between the top and bottom box.  The battery itself  won’t stop them from communicating.  Just for kicks, I removed my battery  and got a code relating to the battery. But top and bottom box were still communicating.  Do you have ac/dc test meter?  Check the voltages on the top box power supply.  Even though you say the power switch is lit and the bulbs do light under test mode,
To a degree that means nothing because  the power supply puts out different voltages for different things.    My bulbs lit, my power supply switch was lit, I had c-01 code.  In the end, I replaced power supply and it solved my problem. Not saying it will fix you  but power outages and sudden surges raise hell with power supplies.  So test the voltages if you can.

Hey guys sorry for the late add on, I'm working  on Top Dollar game right now with same problem.  Bonus game up top is giving C_01.  All the lights will flash once at random the code will go out and come back. I've resealed the top box several times,the test button works. I noticed the little board in the bottom box with the green and red led isn't lit up. Any help would be great .

Hello bburger.
First, welcome to the site. It is a great place to get educated . Without these people here I certainly would have thrown my machine away.  I, by no means  am a tech. I am however, happy to guide you with what they have taught me. When the masters of this craft begin working their magic for you, I’ll step back and learn more myself.   10 People can have the exact same machine as you  and have the same power outage as you and the fix could/will be 10 different things. Electronics suck that way.
Once you have tried what Slam suggested , here are so other thoughts.  Look on the side of the chassis that you re seated, there may be a label on it with “codes”. I have not seen the r0.7 code BUT the  C-01 Is actually a normal code to see.  BUT does it clear?  Do the reels spin if it clears?  Look  inside your bottom cabinet (see picture)
Are the red and green  led’s  lit? blinking?

With machine OFF unplug and re-seat all plugs on the top on the power supply on right bottom of machine. The board you are asking about is the communication board. They can go bad. Mine was the power not making good connection. Machine would play a while then stop and give error, a little later it would work again.
