Validator Not Functioning

Got a validator not working, not lighting up or making any noise on my S-Plus Red White and Blue slot machine.

A little history on this machine, this has a missing board. I have another identical Red White and Blue machine that works perfect but the only difference that I see is the 2 machines have different validators. The one that is working has a DBV-200 and the one missing the board has WBA22/23V334, see the 2 pic's. I took out the board from the machine that's working and put it in this machine to see if it'll work. It powers up with no tilt codes but the validator won't light up or make a sound. I'm trying to see if the board, the SS & SP chips from the functioning machine (board #7550570, SP1271 and SS2380) will work in the machine that's missing the board. I did the ram and BV resets on this and it's set to 9  1. Validator does not make any sound or cycle ever and I don't see any LED lights are on. I've checked the fuses and wiring.

Maybe I've got other issues, maybe the power supply is not working. So is this the case of a wrong set of chips or can that board and chip set work for this machine even though they have different validators?  Is there a voltage test or any other tests that I can perform to see if this validator is getting power? Thank you.

first off, you have to understand that the bill unit and the machine are two separate items .  if the machine is functioning then the bill unit is not working. the power supply on the side of the bill unit provides all operating voltages for the transport unit. even if the transport is broke, the two red LEDS on the right side above the switches must be lit. if not then the unit is not receiving power. check the two pin connector on the back of the shelf harness, should have 13 vdc there.  make sure when it was connected that one of the pins didn't get pushed out of the connector. if no voltage, then check where the power supply connects to the machine harness,  the two large wires provide 115 vac to power the supply, if 115 vac is there and nothing out then the power supply is bad.

I checked the 2 small pulls coming out of the power supply that go to the back of the validator and no voltage. I disconnected the black plug and I do have 120 volts (see picture). I removed the power supply and there is a fuse and it's good, so I guess I need a power supply. Now I've got to find one of these.

Did any of the three output caps have bulging tops?  is the resistor burnt near the vertical board?
