We need some more information here...
Did it spit out all the coins or it it just beeping for hand pay? There should be an error code displayed; what is it?

If it's a s plus open and close the door. Maybe post a picture so we know what style machine you have.

Considering we don't even know what kind of machine you actually have, we can't yet tell you which wires go where.

You can attach a picture to your replies by opening the "Attachments and other options" section below the post box when you make your reply.  Click the "choose file" button, and select a picture of your machine.

it says hand pay 3200 credits winner paid 0

If the machine actually says the words "Hand Pay 3200 credits", it is not an S+ -- the S+ does not have a display capable of writing the words "Hand Pay".

If the machine actually is just showing the number 3200 in red LEDs in the "Winner Paid" window, then you do likely have an S+, and that 3200 is an error code -- not a hand pay amount.  See the following page for information about IGT S+ error codes and their possible solutions:

http://www.newlifegames.net/igterrors/

What fuse is "popping" on your machine?

Great pictures... but remember to try and reply to the questions from knagl so you get this thing working.
Is the fuse blowing out?
Do you hear a any sound from the hopper? Could that be the "popping?"
If so, pull the hopper straight out and inspect it for any coins jamming around the pinwheel or anywhere else.
Report back.

Is it still showing the error code?
Is the machine trying to pay out after you open and close the door ... making sure it's latched tightly.

I think he's a little confused, maybe not, but the 3200 you're seeing is a hopper payout error code not the amount of the jackpot. The jackpot she won would be 3600 coins. Do you have coins in the hopper? As  Shortrackscater asked, do you hear any noise from the hopper?

Its been a while since i worked with my s plus machines.  If the key isn't responding, did it ever respond?  Have you checked to see if its connected?  Or maybe try and jump it?

As far as the hopper, if you haven't yet, its worth a shot to pull out and dump out the coins check it all over and refill.  Is it seating well?  One of my machines is fussy and occasionally id have to pull the hopper out and reseat it.

OK, your earlier post said 3200 so I assumed you had the hopper error code. Have you removed the hopper and tried turning the motor shaft to be sure the hopper isn't jammed? If your limit settings are higher than the jackpot won the machine will try to payout the win from the hopper. If they are lower than the jackpot it should be resettable with the key. If you really think the key should work and isn't then you can bypass it by running a wire from each one plugged into the jackpot reset key switch to the outside of the machine, close the door and touch the 2 wires together briefly

Try the other key switch.

The lower one is known as jackpot to credit, usually used in high denominations, over $10

From SP1271
Jackpot to Credit
The purpose of this feature is to minimize the number of jackpot hand pays that must be made with high denomination machines.
To use this feature, the following are required: a second reset key must be installed on the machine, and the jackpot to credit option must be enabled.
Jackpots can be reset to the credit meter only if the following conditions are met:
The win must be less than or equal to the upper jackpot limit, and current credits plus the win must be less than the credit limit.
The operator can turn the second reset key to place the win on the credit meter. If the win is not eligible. the operator must hand pay.
