Looking at your pictures - and assuming we can believe the label on the chip you have a PP0158
Here is the description from the master list.

PP0158   P77A   99.2    Four of a Kind Bonus Poker   CG740   CAP740   631-607   This build is 32K (27256)

Now the Graphic Chips are labeled CG2003 
Again from the master list the CG2003 should have a CAP904 (not the 740)
CG2003   CAP904   Yes      Poker Based – General use

SO.....
The Graphic Chipset is MisMatched (Cap doesn't match CG Set) and the entire Graphic ChipSet is not right for the Poker Game you have.

Getting a CAP904 would be a good idea - this would likely clear the glitchy screen, but the colors might not be right for the game.
I would also order a complete CG0740 set to match up with the poker game you have.

I also noted Brians comment pertaining to the use of the 27C256 chip (vs 27C64) - I highlighted it above.
I ran into this with one chipset that I had, and I had to move a jumper (not dip switch) to support the 27C256.
This might also be the cause of the glitched graphics - once again the colors won't be right but you can kick that can down the road if this fixes it.

Kevin/BrianT are you able to point this out.

He mixed up the CG2003 and the CG740 game chip sets.

I have a programmer SOMEWHERE, LOL............ can this chip be found anywhere, blank or programmed??

Based on the conversation we had with the last guy who had a mismatch problem those chips are not easy to program or to find blanks. You cannot use a traditional eeprom programmer for the CAP. Plenty of people have them to sell. I will look at what I have when I get home from work.

Thanx Chris.

I got a bunch of old stuff from one of our guys who buys and sells Ham Radio related parts and stuff, he got it from some lady who was trying to sell it at a hamfest, and it had come down the line from a " silent key " Ham, when they sold off all of his stuff.
 seems like there was a couple of tubes of chips in it. I will have to dig it up, might get lucky.
Its been too many years for me to go back to trying to program anything anymore. I would have to look for awhile just to try to find my old programmer.
 Any help is appreciated.

Member BrianT or RB might have some spare CapRoms for sale (pre-programmed). Reach out to them through a PM.
If your interested - there is a thread on replacing the Caprom with an Eprom.
Basically its an adapter -easily built- that allows you to use a 27C256 chip with the contents of the caprom.
That way you don't need one of the special (expensive) burners for these legacy chips.

Those 27C256 are easy to write. If JB wants to go that way I can write the eeprom....allegedly. Just pay shipping.

While you are correct, the CG2003 should be matched with the CAP904. The wrong color CAP chip would NOT produce bad graphics like you're getting, that's simply mismatched program ROMs & CG ROMs.  The CAP chip only controls the colors in which the graphics are drawn.

To check, you'll need to start up the machine and once ready to insert coins (but no coins in) turn the Jackpot Reset key until you get to the page that shows the GAME PROGRAM at the top of the screen along with the Character Program (in your case CG2003). I've attached a snap from MAME to show you what the screen would look.  Anyways at bottom half look at the line that states Game Version and also Library Version.  This will information is the "build" information of the program ROM and that's what dictates the CG set to use. Based on information I have (and what's known to me) there are a few different sets.  An earlier 32K that works with CG740/CAP740 (and I'm sure should actually use CG904/CAP904) some build versions that want CG2003/CAP904 and only 1 that is meant for CG2108/CAP740 as shown in the snap.

So let's actually find out the build of the program ROM first because that's the actual issue of misplaced graphics. The correct CAP chips is the easy part.

So here are a few more to chew on. It seems like these chips were maybe pulled from a machine that had a bill validater.
The only thing this has is a coin valitator, and it has power, but is also hammer dead, along with all the panel switches.
It has got me as confused as my avatar, like the kid that dropped his gum in the hen house, and don't know which one to pick up and chew!!! LOLOLOL

You might have to clear the CMOS data.  If you hold the reset button in for like 10 or so seconds or until you hear a tone. I think that works, but It looks like it's pulling up corrupt data from the CMOS.

You could also try putting in a different poker game chip and going through the set up process that would also likely clear the CMOS and then switch back in needed.
